JOB PURPOSE

JVM is hiring a Program Control Analysts (PCA) for our corporate office. The PCA will plan, track, and monitor various projects for the company. They oversee the financial management and analysis of contract task orders, subcontract finances, purchasing requests, and revenue forecasting. Additionally, they work with the program manager to develop and implement plans and processes for tracking program requirements. This includes deliverables, labor changes, or contractual obligations. Other duties include preparing estimates, aiding product development, tracking program configuration, and engaging in new business proposals. In addition, they submit and maintain purchase requisitions for subcontractors, consultants, and materials.

 

DUTIES AND RESPONSIBILITIES

  • Responsible for the set-up and maintenance of billable contracts in the accounting system (Unanet) to ensure consistency with the contracts and support of the Program Management’s contract performance reporting requirements.
  • Analyzed and processed contract modifications, contract adjustments, MWAs, POP extension, entered them into the Unanet accounting system. Provided first level of review of contract set-up in the system with proper revenue recognition classification, set-up CLINs, invoice entities, charge numbers for Labor, ODCs/Travel, Unallowable.
  • Develop plans, budgets and schedules, to meet contractual/project requirements for multiple contracts with a variety of contract types, such as FFP, CPFF, T&M, as well as hybrids.
  • Preparation and administration of Spend Plans and financial deliverables. Proactively analyzed and tracked program/project financial cost data, budget, profit, and variance for multiple contracts (T&M, FFP, and CPFF).
  • Develop financial controls, procedures, systems and forecasting techniques to evaluate contract/ program status and ensure compliance with government and customer requirements.
  • Monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met.
  • Produce Cost reports and CDRLs to distribute to customers & internal management.
  • Conduct variance analysis of actuals vs baseline.
  • Support accounts receivable as required during the monthly billing process.
  • Review and approve Monthly invoices and validate revenue.
  • Review subcontractor/vendor invoices for accuracy.
  • Review and access all new contracts and contract modifications.
  • Assists PM in recommending and producing variance recovery plans as needed.
  • Monitors project expenditures, cash flow and project earned value against actuals.
  • Implements cost and accounting procedures and ensures that all expenditures, estimates and change orders are properly coded and dispersed into proper work breakdown structure (WBS).
  • Generates, reviews and submits financial system (e.g., PIB) reports to provide Project Managers with the information necessary to effectively understand and manage the project.
  • Provides productivity analysis including labor and financial performance trends such as variances from plan, cash flow delays, missed revenue targets, etc.
  • Inputs information and data, with regard to project controls, into accounting and finance systems, internal and external reports, etc.
  • Performs the transfer and set-up of the project budget for project execution from the project bid team.
  • Leverages data between cost and schedule in order to predict cost outcomes, cashflow, etc.
  • Produces the project cost forecasts that are structured in a fashion which is optimal for both client and team member use in accordance with small projects requirements.
  • Reviews/tracks vendor/subcontractor invoices and coordinates with A/P to resolve associated payment issues.
  • Responsible for full life cycle contract support including contract startup, revenue recognition, estimates at completion, monthly forecasting, invoice review, monthly financial status reports, variance analysis, journal entries and invoice preparation.
  • Meets corporate requirements by providing monthly Health check, monthly financial status reports, invoice review and unbilled reconciliation, margin and other analysis as needed.
  • Responsible for providing a complete Basis of Estimates (BOE’s) cost in accordance with request for proposal (RFP)/Request for Quotes (RFQ) requirements using supplier quotes, price agreements, price history, engineering estimates and applies appropriate analysis techniques to adjust for quantity and timeframe differences. 

 

QUALIFICATIONS

  • Bachelors Degree in Accounting or an equivalent field of study
  • CPA certification, desired but not required
  • 3-5 years experience in corporate finance experience, 3 years of experience working with Government contracts with various Contract Types to include FFP and Labor Hour.
  • 2 years of experience in Unanet
  • Proficient in Microsoft Office suites
  • Ideal Candidate will possess experience with Unanet (required), GovConPay, Microsoft Office, and Federal Acquisition Regulation (FAR)
